Authentications, Apostilles and Certificates of No Impediment (for marriage overseas)
In NSW, authentications, apostilles and certificates of no impediment for marriage overseas are processed at Sydney Passport office:

Passports

Applications for Australian passports may be lodged at most Australian Post Offices, and by appointment at the Passports Office in Sydney (26 Lee Street) and Newcastle (Level 1, 77 Hunter Street).
For further information about Australian passports or to make appointments for lodgement of passport applications, please ring the Australian Passports Information Service on 131 232, 8:00am to 8:00pm Monday-Friday and 8:30am to 5:00pm Saturday and Sunday (please note that these are not Passport Office business hours), or visit your nearest passport office.

A decision regarding the collection of your documents will be made at the time of lodgement.
Authentications and Apostilles
The Authentications Section of Sydney Passport Office (Level 7, 26 Lee Street) and the Newcastle Passport Office (Level 1, 77 Hunter Street) authenticate the signatures of public documents where this is required by a foreign mission (Embassy, High Commission or Consulate-General) as part of the process for validating documents for use overseas. Examples of public documents include birth, death and marriage certificates, notarial acts and affidavits.
The Department of Foreign Affairs and Trade can issue an Apostille Stamp on public documents which have been executed in the territory of one contracting state and which have to be produced in the territory of another contracting state. The issue of an Apostille allows for the document to be used without re-certification by a foreign mission in Australia. More information about Authentications and Apostilles.

Marriage Overseas
The Department of Foreign Affairs and Trade cannot advise on the specific requirements which may need to be met in order for a marriage to be legal in a particular country. For exact details of what requirements will need to be met, persons wishing to marry overseas should contact the Embassy, High Commission or Consulate of the country in which they would like to marry and also refer to the website of the Australian Embassy, High Commission or Consulate in that country. If accepted by the foreign authorities, certificates of no impediment for marriage overseas (CNIs) can be issued at the Authentications Section of the Sydney Passport Office (Level 7, 26 Lee Street) for citizens and permanent residents of Australia. Counter hours for the processing of certificates CNIs in Sydney are 9:00am to 1:00pm, Monday to Friday. Documents are processed within three (3) working days.
